Milan Škulić was born on May 4, 1968, in Pančevo. He graduated from the Faculty of Law at the University of Belgrade in 1992. He volunteered at the Municipal Court in Pančevo and worked there as a judicial trainee from February 1, 1993, to January 31, 1995. Since February 1, 1995, he has been employed at the Faculty of Law, University of Belgrade. At the Faculty of Law, he defended his master’s thesis "Crime Scene Investigation and Criminalistic Hypotheses" in 1996 and his doctoral dissertation "Juvenile Delinquency – Criminal Procedure and Criminalistic Aspects" in 1999. He was appointed full professor in the narrower scientific field of Criminal Law – specifically in the subjects of Criminal Procedure Law and Criminalistics – at the Faculty of Law in 2009. He teaches Criminal Procedure Law, Criminalistics, Organized Crime, International Criminal Law, Juvenile Criminal Law, and International Cooperation in Combating Crime at both undergraduate and postgraduate levels at the University of Belgrade Faculty of Law. He has given numerous lectures at various faculties, scientific institutes, specialist courses, academic and professional symposia and conferences in Serbia and abroad. He has often been engaged as an expert in scientific and professional fields and participated in several domestic and international research projects. He spent time abroad on study visits, receiving prestigious international scholarships. From 2003 to 2005, as a fellow of the Alexander von Humboldt Foundation, he conducted research on “The International Criminal Court – Jurisdiction and Procedure” at the Max Planck Institute for Foreign and International Criminal Law in Freiburg, Germany. He was appointed judge of the Constitutional Court of the Republic of Serbia by the National Assembly on December 16, 2016. He was elected Deputy President of the Constitutional Court at the court’s session on March 5, 2020. He served as Vice President of the Victimology Society of Serbia. For years, he cooperated with the Committee of the Government of the FR Yugoslavia for the Collection of Data on Crimes Against Humanity and International Law, writing several reports on war crimes committed in the former Yugoslav republics – in Croatia and Bosnia and Herzegovina. He is an honorary member of the Association of Public Prosecutors and Deputy Public Prosecutors of the Republic of Serbia. He served as President of the Association of Lawyers of Serbia (2011–2016), an elected member of the State Prosecutorial Council as a representative of law professors (2009–2014), and a member of the High Council of the Judiciary of the Republic of Serbia (2015–2016). From June 2006 to the end of 2007, he served as Secretary General of the Secretariat for the Implementation of the National Judicial Reform Strategy of the Republic of Serbia. He was a member of the Government of Serbia’s Council for the Rights of the Child, the Ethics Committee of the Ministry of Health, and the National Council for Scientific and Research Development of the Republic of Serbia. He also participated in numerous working groups for drafting laws. He is a member of the Board of the Association for International Criminal Law, President of the Organizing Committee of its international scientific conferences, and one of the editors of the conference proceedings since 2023. He is the editor-in-chief of the journal Crimen. He was the editor-in-chief of The Archive for Legal and Social Sciences – the oldest journal in the field of social sciences in Serbia (founded in 1906), as well as editor-in-chief of the Review of Criminology and Criminal Law. He is the author of over 50 books (textbooks, monographs, and large contributions in edited volumes), published in Serbian, English, and German. He has published more than 300 academic and professional articles in the fields of Criminal Procedure Law, Criminalistics, International Criminal Law, Criminal Law, and other criminal sciences. In the daily newspaper Politika, he has published numerous short articles related to criminal law and the judiciary, written for a broader readership and not strictly academic in nature. He speaks English and German. He has been invited to lecture in most of the countries of the former Yugoslavia, as well as in Germany, Switzerland, and Hungary. He has also taken part in short study visits to judicial institutions in various European countries (Germany, France, the Netherlands, Spain, Portugal, etc.), as well as in the United States and Canada.

Zoran Stojanović was born on December 20, 1947, in Belgrade. He completed his studies at the Faculty of Law in Belgrade in 1970. He obtained a Master's degree in Criminal Law Sciences from the Faculty of Law in Zagreb in 1973, and he received his PhD from the Faculty of Law in Ljubljana in 1981. Since 1976, he has been employed at the Faculty of Law in Novi Sad, initially as an assistant, then as an assistant professor (1981), associate professor (1987), and full professor in the field of Criminal Law. At this faculty, he has also held various positions, including president of the Council, director of doctoral studies, and dean. In 1998, he transferred to the Faculty of Law at the University of Belgrade, where he taught Criminal Law and International Criminal Law at both undergraduate and postgraduate levels until his retirement.
In addition to numerous short study visits abroad, he spent time at the University of Oxford in 1978, and in 1985/86, he used a Humboldt Research Fellowship for 18 months at the Max Planck Institute for Foreign and International Criminal Law in Freiburg (FRG). He has delivered lectures at several universities, institutes, and specialized courses both in Serbia and abroad.
He served as the Minister of Justice of the Federal Republic of Yugoslavia (1993–1994) and as the Chairman of the Committee for Collecting Data on Crimes Against Humanity and International Law. He also volunteered as the Vice President of the Novi Sad City Assembly.
He participated, both as a member and chairman, in numerous expert committees for drafting legislative projects. He was the chairman of the Commission for drafting the current Criminal Code of Serbia, as well as the Criminal Code of Montenegro. He served as the chairman of the Disciplinary Court at the Serbian Chamber of Commerce (for four terms), as a representative of Serbia in the Assembly of State Parties to the International Criminal Court, a member of the Presidency of the Association for Criminal Law and Criminology, a member of AIDP, and more. He is also a member of the Serbian Scientific Society. He participates in the preparation of legislative projects in Montenegro and Serbia.
He is the chief editor of two journals („Studia Juridica Montenegrina“ and „Crimen“).
He is the author or co-author of 20 books (17 in Serbia and 3 abroad). His textbook Criminal Law – General Part, which is used in most law and related faculties in Serbia and Montenegro, has gone through 27 editions (Belgrade, 2020). He has published over 200 articles and papers at scientific and professional conferences both in Serbia and abroad. He has participated in numerous scientific research projects and has been engaged as an expert by international organizations. In his works, besides topics related to criminal law (general and special part), he has addressed issues in criminal policy, criminal law reform, comparative and international criminal law, as well as topics in the philosophy, sociology, and history of criminal law.
He has participated in a large number of scientific conferences in Serbia and abroad, presenting papers.
