Концентрисањем на оно што је званично дефинисано као незаконито или криминално, озбиљнија претња по друштво се изоставља. Ова претња је узрокована корпоративним радњама које су у складу са словом закона, али ипак имају вишеструке негативне друштвене последице. Дакле, управо када су делотворнија регулаторна акција и надзор императиви, док глобална неолиберална агенда и пракса промовишу дерегулацију и даље смањење улоге државе.
